No one expected this week's meeting in Washington to become a public test of the health and cognitive ability of President Joe Biden, 81, with his re-election campaign facing an existential moment after his disastrous debate performance.
Biden's leadership of NATO and his rescue of Ukraine after the Russian invasion make him the alliance's most important leader since President George H. W. Bush.
