The 'blow to the signatories' was UNRWA in Gaza allowing Hamas military activities in and near their facilities, allowing Hamas to infiltrate their staff, teaching Hamas materials in schools, and some UNRWA employees taking part in the Oct 7 invasion of Israel. UNRWA in Lebanon had a Hamas commander serving as a school principal and as head of the Lebanon UNRWA Teachers' Association.
