decent refugees

In europe the common rhetoric trick is to talk about migrants instead of refugees. Looking at the statistics it happens that nearly all migrants derive from countries where they face war or religious/ethnical prosecution. But as long as we speak of migrants, it is easier to handle them politically like migrants - people who move voluntarily and self motivated, and therefore illegal if arriving without permission. Whereas a refugee can't be illegal due to the geneva convention.
