Justice Near and Far

This sketch shows two judges offices. In one, the judge is absent, but can be seen through the window. He is among the people (victims and perpetrators) who case he will be judging. In the second panel he is in his office (distracted, playing with his scales). Through the window, we can see the crime that happened far away he will be judging. The question this cartoon wants to ask is: should a judge rely solely on documentation in judging a case, or should he talk to the people involved top get more context and perspective?
