I think you're over-simplifying the situation.
Military withdrawals/retreats are never easy and, especially in Afghanistan where in their recent (last 200 years or so) history British, Soviet and now American armies have been forced to leave, an easy withdrawal was never likely.
Retreating in the face of strong and resurgent army is never going to be organised or dignified. Considering the amount of financial and materiel support the Taliban have received from the US, either directly (1980s) or indirectly (spoils of war), it was never going to be easy.
Afghanistan has been a major part of American (Republican and Democrat administrations) foreign policy for the past 40 years or so, it is not correct to blame just one person or one administration.
While I agree that it is a mess and a disaster-in-the-making, would any other administration have done it successfully?
